Applying Investigation of Soil and Groundwater Pollution Potential in Operating Factories (II)

Absrtact	To avoid soil and groundwater pollution in factories threatening national health and environment, Environmental Protection Administration (EPA) has launched "Demonstrative Project Applying Investigation of Soil and Groundwater Pollution Potential in Operating Factories" ("early project") since 2014. This investigation was the first time for EPA to focus on the category and manufacturing procedure of operating factories and conduct the selection and investigation systematically. For continuation of the early project, the purpose of this project is to expand the implementation of the investigation, to keep abreast of the list with common potential pollution, and pay attention to the feature of manufacturing and operation. According to the results of the in-situ survey in 258 factories and investigations in 41 factories, exceedances of the Control Standards are found in 24 factories (about 60%), spreading in diverse terms. Moreover, exceedances of Soil Pollution Control Standards are found in 14 factories; exceedances of Groundwater Pollution Control Standards (II Class) are found in 5 factories; exceedances of both Soil and Groundwater Control Standard are found in 5 factories. Not only the pollutants in investigated factories are confirmed, but the factories have been controlled by the Soil and Groundwater Pollution Remediation Act (SGPRA). During the investigation, traces of controlled pollutants as well as frequent situation of abnormal samples and water quality are found underground. This project has conducted counseling and coaching process in 7 selected factories for them to build the management ability for factory pollution prevention which is suitable for each factory. The performances are compiled into the manual for factory's self-management and pollution prevention and the case study. Through this project, the manufacturing process with high potential of pollution in groundwater and the manufacturing features will be obtained, which is efficient to restrain those illegal industries and reinforces their tendency against unlawful conducts under limited government resources. It could not only eliminate pollutions in underground environment, but establishes the comprehensive fundamental of further factory prevention management and law amendment.
